Foreclosure Help

I just bought a foreclosed home with a VA home loan and it doesn’t have a deck or porch coming off the backside of the house. There is a door that is closed off with a couple 2×4’s. If you open it, you will just fall 12 feet. I heard that they just started to give away grants to people buying foreclosed properties to fix such things. Can anyone offer me some advice?
